Check the vehicles cigarette lighter fuse, in the vehicle. We get our power through that circuit.

Go to tune vehicle and follow the prompts.
Advanced tune will allow you to make adjustments to the tuning, and quick tune will allow you to just pick a tune and program with the presets.

When you plug it in, do not touch any &H. The 1st. menu is Tune vehicle, additional features and info and settings.
Use the down &H on the tuner to highlight the "tune vehicle", then press ok.

We want you to verify that the vehicle cigarette lighter fuse is good, this is what powers up the tuner. If the cig light circuit has power then, you have a physical issue with the tuner that needs to be repaired.
I do not want you to try to tune, using only PC power.

One of two things.
Either return the tuner to the place of purchase for a replacement. (Which is quicker)
Or We can have you send it to us for repair. (Which can take a week or more for turn around)
I would like to see you get it done the quickest way.
Ron

If anyone else happens to have this same problem, I believe what he was trying to get the user to do is verify the cigarette lighter fuse. I had this same problem and you cannot power the Cortex via USB. I had a bad secondary cigarette lighter fuse that obviously supplied power to the Cortex 2950 through the programming port of the vehicle.
If the Cortex is powered by USB, then it only goes to the "information" screen and you never see the main menu as described where you can select tuning as an option.
I was about ready to throw mine against the wall until I found this thread and then checked all of my cig lighter fuses. Hope this clarifies things for anyone with this problem.
