Which are the best ways to check and see if a USED tuner is Vin Locked? Can it be checked by a serial number? Computer?
I purchased the first used one with no problem. When I purchased the second one, it was Vin Locked and the person told me it wasn't?

Welcome to Superchip's Forum!!
There is no way to confirm prior to purchasing the tuner. You will have to rely on the seller to be honest or have a guarantee.

If its locked can he pay the 100 bcuks to get it unlocked? Either that or send it back to seller and have him flash his back to stock. Did you buy with paypal? If so file a claim if he refuses, make take some time, but you should get your money back.
I say buy new, considering the cost it takes to get one reprogrammed, you dont really save any cash if it is locked. The only way I would buy used is from a certified seller, through ebay, using paypal. Either that or you would really have to trust the seller.

Correct.
Paypal is usually on your side IF the seller states that it was not locked.

When looking at the screen of the Flashpaq tuner it says "Stock" does this mean that the previous vehicle was returned to stock therefore I should be good to go? Couldn't pass up the deal but won't be getting my new ride for 2 more weeks to actualy try this out. Thanks

If you are looking at the area of view settings then the tuner is NOT locked and you are safe. Ron

Yes, That is correct Ron, Right now all I can do is plug it into my laptop and once past the initial startup sequence under "Vehicle Information" under "Tuning" it reads Stock. But it also already has a VIN # entered and vehicle files showing in this section? Does the unit have a memory of all vehicles it has been connected to or just the previous vehicle and does not clear out until it is connected to a different vehicle? I'm sure its all good but like to understand things before I get in too deep..

Yes, the tuner will typically show the last VIN that it programmed, as long as it says "stock" and not stock with options. You are fine.

Out of curiosity what are all of the "vehicle files" listed after the VIN screen? do they contain past vehicle information or are they files Superchip included that are needed for programming? On my particular unit their must be 6 or 7 of the files (just seperately listed 6-7 number sequences) Again just my curious nature wondering what they are.. Thank you for your help and time you have been a wealth of information to me..

Those are the vehicle files.
engine trans abs body control ect.

I have a question also Ron. Pretty much same deal 'cept the its a used 1950 cortex and the guy has used it on diesel. As long as its not locked which he says its not. Will I have any issues with using it on my 09 5.4 gas??
