89 octane with Performance tune?

Is it safe to run 89 octane with the 87 octane tune and or the Performance tune in a 2008 5.4L?

89 octane on the 87 tune is fine/
89 octane and the 91 perf mode= No

You must run a minimum of 91 on the perf and tow mode.
